The addiction on alcohol and drugs is an important public health problem. The Psychiatric Reform proposes the replacement of the asylum system for non-hospital care networks. In this context, the primary health care is a privileged place for interventions in the territory. The research aimed to know the perception of users on the approaches of professionals in the Primary Health System. This is a qualitative research carried out with alcohol and drug users receiving care at Basic Health Units from Caxias do Sul, RS. The results show that welcoming promoted by community of health workers and the geographical proximity with the health unit facilitates building attachment; the prejudice of society about drug users was considered a factor that favors the continuity of addiction; the social context of drug users appears as a risk factor; identifying and strengthening healthy social networks is a protective factor.
