Abstract

MONTEIRO, Ana Lucia  and  VILLELA, Wilza Vieira. The building of the Brazilian National DST/Aids Program as a standpoint to the inclusion of citizen rights in the governmental agenda. Rev. psicol. polít. [online]. 2009, vol.9, n.17, pp.25-45. ISSN 2175-1390.

This article analyses the process of Brazilian National STD/Aids Program creation and implementation between 1980 and 2006, trying to fathom the the articulation amongst state and civil society political actors. It is based on theories of State from contemporary authors and in the Kingdon’s conceptual model (1995) about the insertion of social issues in the political agenda and the identification of alternatives. Primary data were collected through semi-structured interviews with key actors; secondary data were collected through the analysis of official documents and scientific literature in the area. Results point at the interrelations amongst political actors happen during formulation and implementation of a public policy in Brazil.
