Social participation, a guideline of the Brazilian Unified Health System (Sistema Único de Saúde), has proved to be a difficult challenge to achieve, especially in the context of Mental Health. This article addresses the issue of the exercise of users' rights and their relationship with mental health care, based on the experience of users and workers involved with the Autonomous Medication Management (Gestão Autônoma da Medicação) strategy in the Brazilian state of Rio Grande do Sul. This article aims to problematize the notion of users' rights and their repercussions on mental health care. In order to answer these objectives, we were inspired by the Paidéia method for monitoring the conversation circles with users and moderators of the GAM groups. Thus, it was possible to observe the difficulty in realizing the rights of users, who have little or no knowledge on this topic. Another point that stands out is the high rates of consumption of psychiatric drugs in health services.
