Abstract

The concept of psychiatric reform is presented in a brief form, with the objective of introducing the field of mental health’s public policy. Based on Lacan’s four speeches theory, the author shows the limitations of the Brazilian Psychiatric Reform; he also differentiates clinic and mental health and stands out the indissociability between them. The lack of a speech that considers the subject and the construction of the psychotic`s social bow in the services guided by the Reform is related to these limitations. The author mentions the classificatory question in psychiatry and considers the interconnection phychiatry/psychoanalysis proposed by Freud. The author defends the inclusion of a psychopathology that allows the phychoanalytical signification of the psychiatric diseases as part of the psychosocial attention. Finally, he shows the principal requirements for a consistent treatment and for an effective inclusion of the psychotic.
