Abstract

The purpose of this paper is to comprehend the debate regarding the Third Sector organizations and its role. In this path, we discuss: the origin of the term; its introduction in Brazil; the NGO’s origin in the international context, its introduction in Brazil and its aggregation to the Third Sector; the defense of an organizational typology; the underlying tri-sectoral paradigm; the role of these organizations as political actors; the implication of the efficiency and efficacy on the social question, which focus the projects’ evaluation; the consonance with the contemporary current thoughts and its supposed transforming potential; the change of the State’s role in this new order. We try to demonstrate the economical imperatives concealed by the Third Sector’s emergency official discourse, resulting in the dominance of the safekeeping business techniques for social problems.
