Abstract

The young Brazilian population has been directly or indirectly connected, as target or perpetrator, to the violent situations. Among the several approaches and possible analysis, it is a fact that the State had not acted effectively to prevent or combat in risk and violence situation. This article aims to develop a reflection on violence in youth, proposing the policy formation as an important strategy for combating it. In order to do so, we performed a survey of youth homicides in the Natal, Brazil, with emphasis on the victims' socio-demographic data, their profession, a district of crime occurrence, and institution of police investigations or not. The discussion topics points out the firearms as the main instrument of crime, and the State failure in implementing effective activities to prevent and combat violence. As a possible intervention in this reality, it is proposed to policy formation and the construction of citizenship, insofar as they provide empowerment, autonomy, and the quest for rights and social guarantees.
