This article discusses the relations between memory and power of the State and proposes the political memory constructed in and through social movements as an instrument of public action. It presents the diagnosis about the Modern State that points to high indexes and legitimacy of the use of violence and to the marginality of most social movements in political decision-making. This is reinforced by the analysis of the sociology of public action about the consolidation of an excluding structure of formulation and implementation of public policies and the need for an inversion through the identification and transformation of public action instruments. It develops the articulation between political memory, reciprocal recognition and intersubjective autonomy that bases the proposal of legitimation and stimulus of the State for the construction of political memory. This proposal composes a project of de-ideologization and decolonization of memory lead by social movements.
