Abstract

This article proposes a theoretical discussion on competences in the public service based on the ergological perspective and according to Zarifian's sociological contribution. Ergology emphasizes the importance of criticizing the simplification of the measurement of competences, by suggesting an approach to acting in competence that is based on ingredients. Zarifian introduces the concept of service relationship, which is understood as a transformation in the conditions of a user's activity upon his needs. Both approaches imply the need for a competence management centered on the point of view of activity and are critical of a management that excludes workers from decisions about their work.
