Organizational effectiveness is a core interest theme in organizational theories. The aim of this study was to develop and validate a measure of perception of organizational effectiveness. Theoretical reference was based on the dimensions proposed by Harrison (1994). For the validation process, 309 workers have answered a questionnaire containing the pilot instrument. The data were submitted to factorial analysis, with extraction of factors through PAF (Principal Axis Factoring) method and oblique rotation; they were also submitted to a reliability test. The factorial structure is composed of two aspects: Production Goals and Internal State of Systems, with precision rates of 0.90 and 0.87, respectively. The use of this measure is recommended in diagnosis and academic investigations
