Few studies that investigate attributes of organizational change (characteristics of the change context) that influence individuals' attitudes and behaviors. Seeking to contribute to a better structuring of the field, the present article shows a test of mediational model of attitudes towards organizational changes in relation between attributes of change and the behaviors of support and resistance to change. Considering that there are few national longitudinal studies in this area, the moderating effect of time was analyzed through structural equations. For this, a research with longitudinal waves was carried out in a Brazilian public organization. The research model obtained good adjustment indexes. The mediation of attitudes towards organizational change was partially corroborated and the moderating effect of time was refuted. The results show action planning in organizational change affects cognitions and affections of individuals, which favors positive behaviors supporting change process. The practical contribution refers to an increase in understanding which factors facilitate the success of organizational changes processes, emphasizing that anticipated actions and preparation of individuals can be fundamental.
