This paper includes an investigation on how Human Rights have been disseminated by the press in Brazil, through the analysis of editorials from Folha de São Paulo from 1987 to 1997. This is a qualitative research that has Discursive Social Psychology and conceptual tools of Michel Foucault as theoretical references. The main findings reveal the existence of a dichotomy in how Human Rights are understood and disseminated in Brazil. This means that, in national contexts, Human Rights are often associated with public security and crime. In international conjunctures, the researched newspaper propagates and spreads a broader notion of Human Rights, especially civil and political rights. The central difference refers that in the 1980s, Human Rights appears as prison issue and in the 1990s the police are shown as an important actor, predominantly violating rights.
