In the social and the behavioral sciences there are major gaps between science and practice, as well as between development policy and programs. This article offers a conceptual framework and a strategy through which these gaps can be addressed. The conceptual framework incorporates (i) economic, educational, governance and socio-cultural contexts, (ii) the demands of concrete situations and (iii) personal traits and (iv) the relationships between these components. The strategy has four stages: (i) identification of the needs of the target population(s), (ii) development of programs, (iii) piloting, and (iv) scaled-up application. As common factors at each stage the strategy incorporates advocacy and evaluation.
