In this article we investigate how the strategies of political discourses on reducing the age of criminal responsibility were organized during the votes on the Proposed Amendment to the Constitution (PEC) nº 171/1993. To do so, we searched the editions of the Chamber of Representatives Diary and collected the speeches of the parliamentarians who most expressed themselves during the deliberative legislative sessions, with five representatives in favor and five against the PEC, totaling 51 pronouncements. These were analyzed based on the Discourse Analysis (DA) method, identifying the arguments used by parliamentarians to persuade the audience. The analyzes show that the PEC debates and votes were marked by high emotional intensity and that both groups (for and against) presented weak or inconsistent arguments, with recurrent use of reciprocal personal attacks, constant altercations and even insults, as well as several arguments that did not address the reasons for the topic under debate.
