The (sustentability), being more a project of economic growth that a human development, implies the State like its main obstacle. Thus same, its main solution is founded in the management impelled into the communities. Nevertheless, in front of the deficiencies of the State, the ecological competitions between individuals have considered in order to conserve the natural resources dosing their consumption, diversifying their use and recycle their physical structure.
