^lpt^aA rápida difusão que o tema bullying alcançou no Brasil, na primeira década deste século, parece contribuir para certo consenso que vem se formando em torno do assunto. Comumente, o bullying é retratado como uma forma de violência, ou um fenômeno universal que atingiria as escolas de todo o mundo. A intensa produção discursiva sobre o tema no país vem mobilizando demandas por medidas de prevenção e punição às supostas agressões. Este artigo analisa os Projetos de Leis federais que abordam o bullying e os pareceres emitidos pelas comissões da Câmara Federal dos Deputados sobre tais propostas. A hipótese é que a forma como o bullying é abordado nesses documentos tem contribuído de fato para uma perspectiva vitimizante sobre os indivíduos e, consequentemente, para a produção de mecanismos de controle social. Conclui-se que o bullying é objetivado nos documentos legislativos como conduta violenta. Com isso, eles ignoram a complexidade que envolve as interações pessoais, ao mesmo tempo que separam os indivíduos nas categorias de vítima e agressor. O bullying, associado à noção expansiva de violência, tem se mostrado um dispositivo eficaz no prolongamento dos tentáculos do Estado de polícia sobre as relações humanas.^len^aThe rapid diffusion that bullying theme reached in Brazil in the first decade of this century, seems to contribute to some consensus that has been forming around the subject. Usually, bullying is portrayed as a form of violence, or a universal phenomenon that reach schools from around the world. The intense discursive production on the subject in the country has been mobilizing demands for measures to prevent and punish the alleged assaults. This article analyzes federal laws projects that address bullying and the opinions of the committees of the Federal Chamber of Deputies about such proposals. The hypothesis is that, how bullying is addressed in these documents has contributed wished for a perspective on victimizing individuals and thus to produce mechanisms of social control. In conclusion, bullying is objectified in legislative documents as violent conduct. Thus, they ignore the complexity that involves personal interactions, while separating individuals in the categories of victim and aggressor. Bullying, coupled with the expansive notion of violence, have been shown to be an effective device in the extension of the state's police tentacles on human relationships
