Despite the legal and political advances in the infancy and teen fields, there are crucial gaps regarding how services work. To the detriment of measures that advocate care, network services, and the affirmation of the rights of children and teens, other measures are added that favor control and place this segment in a position of deprivation, abnormality, and danger. Thus, we see children and teens becoming objects of custody or entering circuits that present them as institutional by-products. In this text, we examine two analysis cases that compete to make the expulsion/selection circuits work within assistential or specialized services: the medicalization of children and teens as a modus operandi of institutional care services, and selectivity at the entry point for these services, especially those directed at children and teens who are homeless and/or using drugs, provoking the emergence of hybrid services involving Health and Social Welfare.
