This study aimed to characterize social representations, attitudes and behaviors about citizenship by young and old. Therefore, 100 people answered a semistructured questionnaire on the topic. This instrument consisted of questions of free recall, multiple choice, open questions and an attitude scale. Participants were paired among young and elderly people. Responses were analyzed by descriptive statistics, content analysis and lexicographical. The results indicate that social representation of citizenship is related to values such as honesty and respect, beyond the commitment of people to society. Young people show themselves to be favorable to the discussions and reflections political aspect is not evident among the elderly. The vote not is highlighted as an act of citizenship in both groups, however, is through him that they realize their actions more effectively as citizens. There are indications of the phenomenon of cognitive dissonance between behavior and attitudes, which are based on social representations of citizenship.
