This research aimed to discuss situations in which armed groups act as regulators of social relations among residents of the Complexo da Maré. Based on a documentary analysis of the database of the Núcleo Interdisciplinar de Ações para Cidadania (Extension Program of the Federal University of Rio de Janeiro), we verified this practice in the statements of users served by the program. We use the reports with the proposal to make a complexification of this reality in which armed civilian groups, mostly linked to the psychoactive drug trade in the territory, assume the role of promoters of justice, guaranteeing rights sometimes not accessed by the population through formal channels, almost always "classist", sexist and racist. We call into question the production of the favela as a territory of exception, one of the forces that sustain the criminalization of this informal solution logic, contributing to the maintenance of Brazilian social inequality.
