This article discusses the institutional arrangements between the Church and the State regarding the care of the impoverished youth population. For that, the theoretical discussion was based on an analysis of the legal provisions of the Constitutions of 1891, 1934 and 1988 dealing with relations between religious institutions and the Brazilian State, as well as bibliographical research on the subject. In this way, we present the different configurations of the relationship between Church and State, in order to problematize the actions of the Catholic Church in the conduct of the life of these young people. For this problematization, we are based on the Foucauldian notion of governmentality and its adjacent concepts, such as discipline, biopolitics and dangerousness. Thus, this theoretical essay points out how the effects of these articulations in the exercise of care and control of the life of this population, in different historical contexts, contributed to the emergence of a logic of care for children, adolescents and youth based on charity, philanthropy and moralism Christians, who are still present today in the implementation of public policies and programs for youth.
