The training evaluation research in work organizations has produced technologies to research and practice in organizations. Evaluation, as a systematic data collection and interpretation action, allows for the judgment of an educational action. In this context, the development of reliable and valid measures to obtain information of evaluation indicators is an important activity to enhance the theoretical and technological framework of the field. The purpose of this paper is to develop and validate two measures: one of learning transfer and other of the training impact at work of master and PhD programs in a Brazilian public organization. The scales were developed from the description of behavioral indicators collected in interviews with program actors. The data were collected with program trainees. Results show that there are indicators of construct validity and reliability of both scales. The scales can be used in evaluation and research projects. Theoretical and methodological implications are discussed
