The matter inclusion has generated much discussion in academia, politics and society in general; there is great difficulty in defining the term inclusion and how this process is exercised in an effective manner what it was proposed. Although with many flaws, the authors discuss the inclusive education as a benefit for all involved. The special education in Brazil, from the decade of 60, produced the marginalization and consequently the homogenization, which are seen to date as products of a historical and political construction of society. Professionals unprepared and demotivated are targets of criticism in society when it comes to the inclusion of individuals with special needs in the Public Network. There is a need for preparatory courses and seminars regarding the acquisition of information about this new process.
