This paper presents the organization of planning for the learning process to read and write in Foz do Iguaçu, a city bordering Paraguay and Argentina, Spanish language countries. It describes the Portuguese Language course planning, produced by Foz do Iguaçu Municipal Education Department, to the first and second years of Elementary School, considered years of literacy. The paper questions the method proposed by the Foz do Iguaçu Municipal Education Secretariat and whether its curricular routing considers the different languages and contexts. It concludes that the synthetic phonics, adopted in the curriculum, does not consider the linguistic diversity present in Foz do Iguaçu.
