This paper makes an appreciation of important aspects that a National Literacy Plan needs to include and proposes the concept of this plan from the spirit of the two policies in its application to the deaf, blind and deafblind, and from recent literature on linguistic structure and processing in Libras (Brazilian Sign Language) and Portuguese. The literature is considered in a perspective of Cognitive Neuroscience of Oral and Written Language (with a focus on spoken Portuguese in auditory, visual and tactile modalities) and Signs (with a focus on visual and tactile Libras), in an information processing approach.
