Social program and project's evaluation area is related to different fields, each contributing with concepts, indicators and a range of application techniques. This article presents a brief history of the evaluation area and discusses its international stage and its process of institutionalization in the Brazilian social field. It indicates a range of concepts that characterize the field and discusses some of the contradictions in its implementation with public policies. Organizational classifications are shown on the main evaluation approaches, as highlighted in literature, problematizing evaluation's different uses and discussing the need for new methodologies to provide user's participation.
