The present study sought to raise challenges and possibilities of incorporating social networks in the implementation of preventive drug use actions in Primary Health Care. This is a research-intervention using the following techniques of data collection: participant observation, focus group with community actors and semi structured interviews with health managers. To analyze the data, we used content analysis. The results were grouped into two categories: "Networks of Health and Drugs" and "Social Networks and Drugs." The network of health and drugs was understood from its disarticulation, its pedagogical function and design of idealized network. On social networks and drugs, there was a lack of political participation of the population. The research points to preventive drug use in a place where the work is organized in a fragmented model, without incorporating and strengthening local capabilities in dealing with health problems.
