Resumo

This qualitative study aims at knowing the adequacy of the work performed by teams of basic health units to Health Surveillance model. Interviews and technical data were analyzed using the Thematic Content Analysis technique. Although teams did not accomplish home visit, they claimed to know their territory and plan actions based on the population's health needs, which were mentioned in office visit and informal conversations. They reported listening to users' demands, treating them with respect and seeking to strengthen relations and, if necessary, carry out referrals to other services and stimulate the users responsibility for their own health. It was possible to observe that in both teams there are difficulties in planning actions on their territory, due to their size. In addition, it was noted that there are obstacles to health promotion actions, since the logic of the work is based on the spontaneous demand care.
