Drug use is complex and multicausal with impacts to people, families and society. This study investigated legislation, public policies and strategies that could reduce vulnerabilities and contribute to ODS. A documentary survey was carried out, in legislation and documents, to analyze the social reality, based on professional experiences, and also a bibliographical survey in the VHL and LILACS, from 2016 to 2018. It was observed that the State remains disciplinary and between policies more relevant are the Harm Reduction, the CAPS and the Street Office, marked by empiricism, obstacles and challenges in relation to universality and equity. Intersectoral strategies can be used to obtain better health and well-being, sanitation and water, education, work. The promotion of health corroborates in the reduction of vulnerabilities and equity, with greater awareness and qualification of professionals in social care networks, to welcome the population with competence and dignity.
