The present study has investigated the way students solve non-routine problems, some of the procedures used for that and the main difficulties found along the different solution stages. A hundred and fourteen students, from the 3r d to the 8t h grades in both private and public schools were asked to solve 10 arithmetic problems, with different levels of difficulty, using a pencil and a piece of paper for that. The analysis of data has shown a significant difference in the students' performance related to the grade and school (private or public ones) variables. Qualitative analysis has shown that problems considered the most difficult involved division; and transfer, when occurring, was dealt with procedures taught by the teachers. Two problems were unknown to the majority of subjects and were analyzed and compared. The analysis of the data has shown that the first step to recognize the correct procedure to be used to solve a problem as well as to understand and retain its meaning involves the understanding of its verbal components
