Abstract

Drug abuse constitutes itself as a complex phenomenon at the present time. This complexity is expressed in the institutions, which deal with it - Health, Public Security and Education, among others -, with no limit to their particular areas of action. Nowadays the issue is subject of two opposite discourses: the traditional one, connected to more repressive postures, that considers only the illegal drugs, and the users as criminals; and a new one, called harm reduction, which has as objective the decrease of the harmful effects of drug use, with priority upon the user's health. In the particular case of the Federal District in Brasil public institutions, the discourses present in each institution were analyzed as well as the power relationships that they permit and organize. Particulaly, the management levels for delimitation and execution of the prevention policies and drug abuse attendance were approached. The critical discourse analysis permits the analysis of the interviews done in the institutions.
