Considering the concept of human development, this paper approaches conditions necessary understanding development in conditions of biological and social risks. The concepts of risk multiplicity and of protective mechanisms are approached and emphasized as central to the child development debate. The concept of resiliency is presented and models of child development surveillance and monitoring are described. The psychometric tests and its iudicious use are discussed. Issues related to the psychological research in public hospitals are raised concerning the role of the researcher and of data sampling
