This article aims to introduce the first experience of implementing Consórcio Social da Juventude from Programa Primeiro Emprego, in the city of São Paulo. The guide for this presentation is the methodological project program, focusing on the analysis of the choice process of capacitation courses made by the youth, as well its relation to labor market insertion. The results obtained from the quantitative research indicate that the major challenge of this project on the insertion of the young people is not about the youth but about the lack of dialogue with public policies, about the lack of structural public policies in accordance with emerging ones, and about its own autoregulation dynamic in the labor market.
