In the eighties there was a proliferation of the gramscian’s ideas in the Brazilian pedagogical scene. Influenced by these ideas, the themes “exclusion”, “social transformation” and “citizenship” appeared as semantical cells around which a discursive grammar was being elaborated and consolidated, a grammar made out of closely linked variants: the ideological-political and educative ones. Facing this situation, the State of Pernambuco’s policy of Education, through the State Plan 1988-1991, intended to rescue citizenship as one of its basic goals, expanding its limits to the universe of the handicapped. Thus, with the intention of apprehending the dynamic elements of the polices and practices about education for handicapped in Brasil , in the present research we try to retrace the meaning of the State intervention in the field of Special Education, especially in Pernambuco, that tried to articulate, pioneerly, citzenship-work-mental deficiency. We used as theoretical hub the concept episteme by Foucault, supported by the historical-discursive instrumental of language.
