The paper aims to systematize the principles that enabled the discussions about the reorganization process of the Education Department of the State of >Amapá, in the period between 1999 and 2001. Leaving aside the limits and difficulties that tend to be present in the relationship between academic research centers and the “machinery of the state”, the author attempts to systematize his personal experience as the coordinator of a team of professionals from Instituto de Estudos Especiais (IEE - Institute for Special Studies) of PUC-SP (the Catholic University of São Paulo) who accepted to work as advisors of the Capiberibe Government and of the materialization of his PDSA (Plan for the Sustainable Development of Amapá). Therefore, the paper explains the conceptual development that gave meaning to the debate and to the curricular proposal that materialized the entire work.
