This article aims to contribute to the strategic debate in the field of public policies for High School. As it comprises three years of a fundamental phase for human development, High School has pedagogical specificities that need to be discussed in the light of the needs of its target audience: adolescents. Without adhering to the axiom of the necessary early professionalization of poor Brazilian youth, in this paper, the understanding of adolescence as a stage of human development was prioritized. Using the contributions of cultural-historical psychology of Lev Vygotsky, it is assumed that adolescence is a key moment for the formation of interests, personality and the intellectual development of individuals. This understanding led to the defense of the right of all adolescents to experience a school period of professional uncertainty, a thesis that is part of a movement, still restricted, of resistance to the expansion of professionalizing the High School educational itinerary, centered on productive work, in favor of improvement of regular, general, humanistic, modern and high quality secondary education for all.
