Health promotion actions are based on a wider definition of health considered as a result of interaction between environmental factors, socio-cultural, biological and psychological, and the Local Health Councils (CLS) constitute themselves as embodying constitutional mechanisms for social participation transformation of the factors that promote health. This study aimed to investigate the functioning of two CLS, connected to two Basic Health Units (UBS) assessing the occurrence of social participation in health promotion actions. Semi-structured interviews were conducted with eight participants of CLS and their meetings were followed for four months. Two psychologists of the UBS were interviewed. It was possible to see the interrelations between social participation and Health Promotion actions. The multiplicity of opinions and various forms of exercise, redouble the importance of mediation exercised daily by psychologists in the health services, in order to enhance users participation.
