This paper analyses the relations between enterprises, state and workers organizations to carried out social control pratices at work relations and conditions in the sugar/alcohol sector. There is a gap between what politics and legislation say and what reality shows. In the enterprises, tech-organisational innovations sack workers and make the work load heavier, not leading to real improvement in the quality of life of the employees. The state inspection organs develop actions which are fragmented and disarticulated. The employees, threatened by unemployment and influenced by the politics of consensual syndicate relations, seek immediate solutions for the problems. The Command was a privileged space for the qualification of the employees to be able to deal in a preventive way with health and safety in labour. The need to intensify the vigilance in this sector is reaffirmed, alerting to the delusion of the total quality culture, the certifying and quality stamps seen as a magic formula to solve labour and social problems existent in the businesses.
