Abstract

This paper analyses three documents concerning to youth produced by the World Bank in the 2000s. Its purpose is to identify the position attributed to young individuals that are object of public policies. In addition to investment in juvenile human capital, the documents prescribe the youngster’s investment in himself, attributing at least part of the policies success to the young individual’s activity. The individual activity also can be detected in the glide of the notion of “situation of risk” to the notion of “risk behavior” and in the notion of “participation” prescribed to youth. Both notions, of behavior and of participation, are based on activity, but in heteronomous activity, lacking in reflection, criticism and discernment. Under the appearance of a bigger responsabilization of the young individual for the destiny of his or her life, lies the possibility of behavior control. The psychology denominated “ecology of human development” is used as sustentation of this discourse of power.
