Abstract

This article intends to question the notion of citizenship understood as a set of rights and to discuss the effects in the participation of children and youth of the existence in this concept of a developmental reason. Such developmental reason has had the historic role of causing the exclusion of children and youth in participating as citizens since it has only allowed the access to social rights, especially education, where recognition as full citizens is postponed to the future. We’ve observed also that despite being an advance in the representation of children and youth the appearance of the concept of “subject of rights” is still aligned to this developmental reason. The idea of rights seems to be in conflict with the ambivalence existent nowadays about childhood, the existence of a discourse of protection along with an encouragement to a wider participation in the society’s destiny.
