Abstract

The article discusses the experience of the Community forums achievement promoted by "Raízes da Cidadania" in two communities in Fortaleza (Mucuripe and Conjunto Palmeiras) as a democratic proposal for the community development promoted by the social participation. The achievement of such initiative is a kind of public policy attention and basic social protection of the city which aims the integration of policies and social actors and focuses not only on participation, but also in personal and community empowerment. The analysis of the forums methodology proposition developed through an action-research, highlights the importance of the State and Civil Society integration in the development of dialogical-participatory practices in the municipal and community environment. This task is being experienced by the social actors under study, as a methodological and political challenge that really points to the need for the professionals and managers' clarification about the methodology under study.
