Abstract

This article is an excerpt from a larger study on the users' empowerment strategies in the field of mental health in the northeast of Brazil. This is a discussion about the participation of users in social control in the context of local steps of the IV National Conference on Intersectorial Mental Health in Natal (RN). To this end, there were participant observations and interviews with users that supported the construction of analyzers, which are: 1) structure of the Conference; 2) spaces of debate; 3) the roles of the associations and 4) guardianship of the users. Overall, the results indicate a restricted participation in the construction of the Conference process as a whole, which refers to the absence of political training and incentives for user participation as main actors in the practices of social control and the everyday spaces of debates about the process of psychiatric reform and mental health policy.
