The present study aims at presenting some institutional aspects in the implementation of the socio-educative measure of internment. As from a qualitative approach, participant observation was made at the Center for Integration of Adolescents at Planaltina with three youngsters between 17 and 19 years old, during the activities of the art workshop. The results were analised by the constructive-interpretative content analysis. The observation of the researched institution allowed us to conclude that in spite of the advancements, we still face a penal-police State as far as the public policies for adolescents in conflict wih the law are concerned, specially those who are under the socio-educative measure of internment. In spite of the implementation ot the SINASE, the biggest challenge remains, i.e. to guarantee total protection for children and adolescents in social and personal risk and for adolescents in conflict with the law, and to implement the project for society that the Children and Adolescent By-Law calls for.
