Abstract

This article examines the participation of communities in the city of Vitória-Espírito Santo- Brazil Civil Defense actions in the face of natural disasters are installed in regions where the Civil Defense Groups (NUDECs). Uses qualitative research, adopting the open interview with six mobilizers, volunteers NUDECs, in 2011. When interpreting the data, uses content analysis (Bardin, 2008) and the analytical model to study the political consciousness of Sandoval (2001). The results show that participation is generated by an awareness of the social reality in which mobilizers are inserted, seeing action to change the course of their lives. The participation in NUDECs is a consequence of the formation of political consciousness which is also altered during participation in social movements and community NUDEC. It concludes that the political culture of mobilizing turns as they seek solution to satisfy the needs and demands through collective action.
