Resumo

This article is the result of a research that aimed to know the relationship of social policies aimed at families with children and adolescents in residential care situation. Through document analysis and interviews with technicians working in the services to these families, we observed that: poverty marks the reality of these families; there is a cycle of violation of rights that passes for generations; there is a lack of public policies targeting these families realize their realities; there is a lack of equipment to deal with the demands presented; the demands often arise in the form of extreme situation; it is very difficult to articulate an intersectoral working network; and identifies that the only State's response to the problems experienced in the family context has been the removal of children and adolescents, which creates an institutionalized culture of "de-tuned".
