With the Federal Constitution of 1988 and the democratization of the state, based, above all, by democratic principles and the federative decentralization comes a promotion in order to formulate and manage public policies in the country. At this time, the LGBT movement groups spend heavily structure in the form of non-governmental organizations establishing an ambiguous performance while facing as a social movement and public service providers. This paper is to revisit the construction and institutionalization of the LGBT movement in Brazil, highlighting the decentralization of institutional participation channels aimed at the LGBT sector through the analysis of the creation of the NGO LGBT visibility, conducting stops and citizenship tripod institution LGBT in the city of São Carlos.
