The present article unfolds from an articulated research to a broader multifocal and interinstitutional research project, that problematizes interfaces between gender and public policies of social inclusion in Brazil, considering the proposal of the gender mainstreaming assumed by the Brazilian government since 2004. It unfolds, produced by the documents that make up some drug policies in Brazil. It is based on the perspective of Gender Studies and Post-Structural Studies and examines the proposal for Harm Reduction implemented in Brazil, taking as reference a set of official documents that define and standardize it. Working with cultural analysis, it was possible to describe and problematize ways in which gender crosses and dimensions what, in the analyzed documents, is represented as subject user of psychoactive substances (SPA) and what is recommended as care to these subjects in the area of mental health, more specifically alcohol and other drugs. Here, two dimensions of the analysis carried out are discussed, namely: the gender (biological and cultural) essentialization that persists in the representations of the SPA user subject and the process of "monitoring" the women's bodies (especially with regard to exercise of sexuality and reproductive health) that such representations support.
