This study addresses the civil society participation in the users' representation of the Unified Health System (SUS) in the Municipal Health Council (CMS) in Piracicaba, São Paulo. The aims of the research were to understand the meanings of SUS's users' participation in the CMS, and the meanings of CMS's actions in the public health policy formulation in the city. The methodology was qualitative, as we sought to understand the social participation feelings and meanings in the context studied. The procedures used for data collection were: (a) observation of CMS's ordinary, extraordinary and executive group meetings, (b) semi-structured interviews with users' representatives and the CMS's other executive group members. In the data interpretation analysis, we highlighted the civil society participation limits in a Participatory Institution (CMS), which allowed us to question the Participative Democracy in the Brazilian.
