Abstract

This article discusses the differences and similarities in the ways that social activists and individuals that work in public policies build sense and meaning when it comes to the State and society. Interviews with both social activists and agents of the State involved in the management and operationalization of educational policies were examined in this qualitative research. The Sociological Analysis of the Speech System method was used to study the points of tension between the perspectives of public managers and social activists. Among expressions of not having the State as a referential, alternative methods of political action and meaning building were acknowledged in different temporalities, specialties and segmentations. The studied discourses point to the construction of spaces of experimentation outside the public institutions, and to possibilities of rupture and political resignifying in daily relations as well.
