The aim of this paper is to compare the different patterns of institutionalization and state capacity building in a critical context. The analysis is divided into two questions: (a) Analyze the historical process of interaction between state actors and market actors, inducing the construction of state capacities at different federative levels, especially at the municipal level and the context of socio-environmental disaster-crime of the Rio Doce; (b) Compare the different patterns of institutionalization and state capacity building related to the environment from the results of interactions between state and non-state actors. The results show different patterns of public policy arrangements instituted in response to the disaster-crime at the municipalities.
