ABSTRACT This essay brings to Psychology's agenda the problem about the culture of institutionalization of children and adolescents. For this purpose, we follow two paths: bibliographic research and documentary research. We analyze the historical process of the construction of institutional policies for children and adolescents since the 1990s. We identified, on one hand, that legislative and normative texts have aimed the deinstitutionalization of children and adolescents since the 1990s, in order to guarantee their right to family and community coexistence. On the other hand, the rate of children removal from families in poverty is still significant, although it is disguised as a smoke screen in the discourse of the negligent family. This discourse has still been characterizing the hosting institutions as a locus of social exclusion and has been maintained by a culture of institutionalization of the so-called "maladjusted" ones.
