The aim of this work was to analyze contents related to the new Ministry of Citizenship, from the first expectations until the end of its first year of existence, in search of an understanding of what were the discursive constructions produced by this new Brazilian administrative body. The resumption of theoretical discussions on citizenship, from more traditional concepts to those more involved in the Brazilian reality, provided essential discussions. Critical Discourse Analysis and, more specifically, Teun Van Dijk's studies helped methodologically with the instruments for the treatment of analysis materials: four news that dealt with practices and speeches of the Ministry and its minister during its first year of existence. It was possible to perceive the emptying of the term, so important in our history, in favor of a historically dissociated use of the themes that involved institutional practices.
